Unveiled in 2013 in the Blloku district — the compound that was closed to ordinary Albanians until 1991 — as part of a memorial to the victims of the communist regime. It stands with a concrete bunker and pillars from the Spaç labour camp. It is one of the few sites where a Berlin segment is deliberately placed as the least severe object in the group.
