A section stands near one entrance to the park of the National Palace of Culture, behind a small Bulgarian Orthodox chapel and a memorial to the victims of the communist regime whose plaque carries some ten thousand names. The palace itself was opened in 1981 by the regime the memorial commemorates, which makes the park an unusually compressed piece of ground: the state's own monument to itself, a list of its dead, and a fragment of someone else's border, within a few metres of each other.
The city's own monument register dates the ensemble to 2006 and gives the concrete at 3.60 metres. The Foundation records it as a gift of the Berlin Senate, requested in March 2006 at the initiative of the Nasledstvo foundation and handed over on 20 June 2006 by Klaus Wowereit to Boyko Borisov, on a plaza designed by the architect Boyko Kadinov. In December 2015 municipal workers painted over the original graffiti in grey because they found it ugly; after the German Embassy objected, restorers were set to recover it.
